A. Net Metering is decided by the Regulatory Commission of Alaska. The RCA imposes on the utility companies these regulations.

Q. Does this mean Anchorage and Seward will have to allow wind turbines in city limits?
A. No. The Anchorage Municipality has still not regulated to allow wind turbines in city limits. Also, Seward Electric company still does not have a standard interconnection regulation.
Q. Are Utility Companies against the law for not allowing wind turbines to connect to the grid?
A. Yes. According to the federal PURPA regulations that passed in 1978, utilities have to allow you to interconnect a suitable renewable energy powered generator to your house or business to reduce your consumption of utility supplied electricity. This same law requires utilities to purchase any excess electricity production at a price (avoided cost) usually below the retail cost of electricity.
Q. Will there be a large charge for interconnection with the utility company?
A. NO. Customer charges can take a variety of forms, including interconnection charges, metering charges, and standby charges, among others. You should not hesitate to question any charges that seem inappropriate to you. Federal law (PURPA Section 210) prohibits utilities from assessing discriminatory charges to customers who have their own generation facilities.
